This report has identified and documented systematic risks associated with the landed economy in Uzbekistan. The evidence indicates that urban and rural administrations are abusing their executive power to unlawfully expropriate homeowners and farmers at scale. The illicit characteristics of these expropriations are obscured by government decrees and court judgements that provide a legitimate veneer for these improper actions. The sample of cases presented in this volume supplement a large volume of cases reported by activists and independent journalists in Uzbekistan. Collectively, the problem appears to be systemic, taking place on a national scale. This final section of the report presents a series of recommendations on how stakeholders can respond to these different challenges, and how the underpinning dynamics may potentially be disrupted over the medium to long term.
